Dear Colleagues:

I am excited to report that today Congressman Tom Cole (R)(OK-4), Chairman
of the Labor, Health and Human Services, and Education (“LHHS”)
Appropriations Subcommittee, released his FY 2016 LHHS bill. It includes a
$60 million or 7.2% increase for TRIO, raising our appropriation from $840
million to $900 million. This bill will be voted on in Subcommittee
tomorrow, Wednesday, June 17. Because the allocation made available to the
Subcommittee is $3.7 billion less than last year’s funding levels, this
increase is particularly noteworthy.

You will recall that since our 2015 Policy Seminar in March, COE has been
pressing for a $65 million increase for TRIO. This amount would be
sufficient to restore the 53,000 students lost to the program since 2010.
This reaffirmation of support for TRIO students, staff, and programs is
major step towards that goal. I would particularly like to thank every TRIO
student, family member, alumni, staff member, and supporter whose advocacy
resulted in this victory.
