Good morning
I just wanted to share the Final Talent Search App is on the Federal
Register! With a due date of Feb 5th. The app appears to be exact to the
draft. There were over 300 comments.

Dear TRIO Colleagues:

Today, the notice announcing the final Talent Search application appeared
in the Federal Register. It is available here:  *MailScanner has detected a
possible fraud attempt from "t.congressweb.com" claiming to be*

<http://t.congressweb.com/l/?ZSCUSUSIQNKXEBE>. The proposal is due in 45
days on Friday, February 5, 2016.

Despite receiving more than 300 comments, the majority of which expressed
concern about the proposed competitive preference priorities, the
application is virtually identical to the draft released by the Department
last fall. In particular, the application includes two competitive
preference priorities, worth six points total. Note, however, that both
parts (a) and (b) of each competitive preference priority must be addressed
in order to obtain all available points.


   - Competitive Preference Priority (1a) - Provide academic tutoring (1
   point)
   - Competitive Preference Priority (1b) – Cite research studies
   supporting the proposed tutoring strategy that shows Evidence of Promise (1
   point) or Moderate Evidence of Effectiveness (2 points)



   - Competitive Preference Priority (2a) - Provide mentoring programs (1
   point)
   - Competitive Preference Priority (2b) – Cite research studies
   supporting the proposed mentoring strategy that shows Evidence of Promise
   (1 point) or Moderate Evidence of Effectiveness (2 points)


The Pell Institute, COE’s research arm, is currently working to identify
appropriate research studies to assist applicants. COE is also working to
assure that currently funded Talent Search projects receive an increase in
2016-17 consistent with the 7.2% increase Congress provided TRIO.  We will
inform you as soon as information on such increases becomes available.
