*Government Relations Summary*

For the last several weeks, our community has urged Members of Congress to
support a new budget deal to “raise the caps” so that a funding increase
for TRIO would be possible in FY 2016.

Just this afternoon, an announcement emerged that the White House and key
congressional leaders are wrapping up negotiations on a two-year budget
deal that would lift the spending caps on both defense and non-defense
programs (including education programs such as TRIO) through FY 2017. The
deal would also raise the nation’s debt ceiling through March 2017. (See *White

While this shows that our advocacy is working, it is important to keep the
pressure up. Even once a deal is reached, it will still need to pass
through both chambers of Congress.  Therefore, it is important that all
TRIO supporters—program personnel, students, alumni, community leaders, and
others—continue to raise their voices and urge Congress to “raise the caps”!

Remember, TRIO will only be able to receive the $60 million funding
increase if there is an increase in the non-defense spending caps!

Communicate directly with congressional offices via phone calls, e-mailed

Also, don’t forget to join in COE’s #TRIOTUESDAY

*Department of Education Update*

*Talent Search and EOC Grant Competition*
The draft *Talent Search* RFP came out last week (see Federal Register
Attachment).  Last weekend a correction was made to the Federal Register.
Comments are due November 5 instead of December 7.  Please note this!  COE
highly recommends you review the draft and make comments where you feel
appropriate.  COE will send out our comments next week.

*Agency Information Collection Activities; Comment Request; Application for
Grants Under the Talent Search Program *
*Correction *
In notice document 2015–25354, appearing on pages 60358–60369 in the Issue
of Tuesday, October 6, 2015, make the following correction:
On page 60368, in the third column, under the heading *DATES: *the entry
‘‘December 7, 2015’’ is corrected to read ‘‘November 5, 2015’’.

The draft *EOC* RFP came out on October 22.  Attached are the
materials. Comments are due November 23.  As noted in TS, please review and
make comments. COE will send out their comments to the community in the
middle of November.

*TRIO Program APRs*
ED stated the APR schedule (barring any setbacks) is as follows:
EOC:  open on 11/2; due 12/4
SSS:  open on 11/2; due 12/4
TS:  is delayed a bit.  Will send more information out once we have it.
UB/UBMS:  open on 11/2; due 12/4
McNair:  open on 12/1; due 12/31
VUB:  open on 12/15; due 1/22

*SSS Phone Conversations with Program Specialists*
ED stated that SSS Program Specialists will be having technical assistance
calls with all SSS grantees over the next month. Never hesitate to call
