For our ETS/EOC programs: any projected dates set haven never had
confirmation from ED but the RFPs are coming soon!



*Policy Seminar:* It is important for us to have, as much as possible,
representation from each district (specifically for members that are on
appropriations- our state leaders will have that list). COE Policy is an
AWESOME event. The State Leadership training is top notch and, what I hear
from members, something needed.  During this time there is also an Alumni
strand that will help our Alumni with organization efforts etc. so they can
have avenues to help and be part. The actual Policy Seminar is an impactful
and vital part of our year and spring boards into local activities and
efforts.  *Please register by Friday 12/18 for the early bird $75 discount.*

*COE is has excellent PD* (for all college access including Gear Up and
TRIO) but most importantly, especially for our TRIO programs, has excellent
advocacy as we are federally funded (along with our Gear Up programs that
have NCCEP to lobby and advocate). Regardless, TRIO and Gear Up are the
only two federally funded college opportunity/access/support programs for
low income and 1st gen. We have to protect the services for our
students.  *Please
consider giving to COE’s Fair Share* account which enables unrestricted
funds for the organization and activation of advocacy and lobbying efforts.
Your donation is tax deductible and critically important. All of our states
have benefit from the advocacy so hopefully we all see the importance of
the investment from everyone. You donate what you can. If you can do a $100
donation that is awesome! If its $20 that is awesome too! There is an
option, many of our leaders partake in,  to do monthly payments that add up
to $100 or more with our very generous professionals.  Also, please ensure
your college or organization is an institutional member. As an
Institutional Member, you have access to the Pell Institute Data and so
much more! For COE staff to support our programs we must support COE. Here

*SUBJECT:* A Real Increase for Your TRIO Program December 16, 2015 Dear
TRIO Colleagues:

Late last night, congressional leadership introduced its year-end spending
package to fund the federal government for the remainder of Fiscal Year
2016 (Program Year 2016-2017). This legislation included the $60 million
(or 7.2%) funding increase for TRIO programs for a total appropriation of
$900 million. This represents the third largest increase among all programs
funded within the Department of Education.

While we are confident that this boost in funding will translate into a
real increase for your programs, the exact level of that increase remains
uncertain as the Department has the authority to allocate some of the
increase to fund new Talent Search and EOC projects.  In the report
language accompanying the bill, Congress encourages the Department to
publish the applications for the Talent Search and EOC competitions as soon
as possible and to issue grant awards by July 31, 2016. Congress also
echoes our community's concerns regarding the competitive preference
priorities for Talent Search and urges the Secretary to give fair value to
prior experience points.

All in all, this legislation demonstrates the very real impact of your
advocacy. *Just as you have reached out to ask your legislators for an
increase all year long, we now ask you to contact your House Representative
and Senators to offer a word of thanks for this funding increase to support
low-income, first-generation students and students with disabilities.

gender identity, the messages we receive and how those messages paint our

coming out, healthy development, accessing appropriate care and navigating
other systems that the LGBTQ community have historically been excluded
from. Heterosexism, homophobia and transphobia will also be explored. We
will also address gender identity and expression, transgender identity, and
the unique experiences of trans* students. Attention will be given to the
challenges faced by trans* and gender non-conforming (GNC) youth and what
schools/professionals can do to create safer, more affirming educational
environments for trans*/GNC students.
