thanx for posting the actual rules. do you interpret them that any player may
move without penalty- not necessarily a senior.pls advise

Subject:        NCAA rules on transferring from schools on probation
 
I tracked down a couple of rules that are relevant to the Maine situation
and the players who may be eligible to play someplace else without sitting
out a year.
 
Note that I am not advocating that players leave Maine, nor do I want to
see a mass exodus of Maine players.  I am just presenting information.
 
The gist is that as some have suggested, the only players eligible to leave
Maine and play someplace else without sitting a year are the seniors,
because the NCAA has only given Maine one year of no postseason (NCAA)
tournament eligibility.  If you want to see the actual rules, here they
are, taken from the 1996-97 NCAA Manual.  My comments are in brackets - [].

14.8.1 COUNCIL WAIVERS.  The Council, by a two-thirds majority of its
members present and voting, may waive specific provisions of this bylaw as
follows.
 
14.8.1.2 Residence Requirement.  The one-year residence requirement for
student-athletes may be waived under the following conditions or
circumstances:

(c) On the recommendation of the Committee on Infractions, for a
student-athlete who transfers to a member institution to continue the
student-athlete's opportunity for full participation in a sport because the
student-athlete's original institution was placed on probation by the NCAA
with sanctions that would preclude the institution's team in that sport
from participating in postseason competition during ALL OF THE REMAINING
SEASONS [emphasis mine] of the student-athlete's eligibility (see also
13.1.1.3.3).

13.1.1.3.3 Transfer from Institution on Probation.  It is not necessary for
an institution to obtain permission in writing to recruit a student-athlete
at an institution that has been placed on probation with sanctions that
preclude it from competing in postseason competition during the remaining
seasons of the student-athlete's eligibility.  However, the
student-athlete's institution must be notified of the recruitment and may
establish reasonable restrictions related to the contact (e.g., no visits
during class time), provided such restrictions do not preclude the
opportunity for the student-athlete to discuss transfer possibilities with
the other institution (see also 14.8.1.2-(c)).
