Well, zero responses to the inquiry below. ;-)

In any event, as an update on this issue, I believe we've found a
significant component which IC is now further investigating.

RFC1323 is a desirable capability to have - like most, when it is supported
correctly end to end. 
That said, not all clients/servers/proxys have proper support or have the
options enabled by default in all cases.

The IC servers are Win2003 based which have an RFC1323 related issue.
Clients making requests that include such options see lengthy delays as the
related responses, from what see, are being dropped on their way back to the
client.  The client eventually makes a request without the options which
avoids the problem.

Windows clients by default are 'immune' as timestamps options are off by
default.
OSX however has timestamps on by default - this includes Tiger, Leopard, and
Snow.
This is why I'm interested in those saying Tiger/Leopard do not see this
issue.

Some sites used the aforementioned client based band-aid with success (OSX:
turning off rfc1323)

Sites passing through 'Bess' filtering were immune as these options were
stripped from the requests.
Other site based HTTPS proxies may have been doing the same.
The issue was essentially being masked for sites prior to the implementation
of the joebox.

We are continuing to work with IC to further verify and resolve this issue.
