An extra official won't do anything but clog up the ice if they don't call
the rules as they are written.  A couple of years ago there was an early
season emphasis on calling the rules.  Everyone complained and they stopped
and we got what we have now.  It used to be college hockey was much better
than the NHL.  Now the NHL is a much better game than college hockey.  

The answer is simple, call the rules.
