Using governmental construction rules, it can't be done.  Perhaps this is
for engineering/architectural studies.  If you use the 10% rule for
architect fee to project cost, it would equate to a $ 24.7M facility.  If
they're going big time hockey, to compete with D-1 Hockey East rivals, and
hoops in the Conn-dome, $ 24.7 large would build a fine facility.  Look at
the previous post on the Colorado College new facility cost for some idea
as to rink costs these days.  Why build a "rinky-dink" renovation rather
than go the Mullens route ?
 
The other possibility is that this is "seed" money for matching purposes
and that the final cost as-built will be higher.
 
Question for Connecticut residents:  Was the Conn-dome designed for hockey
conversion (floor piping, chillers, extra locker and team training
facilities)?  Mullens is the example for this, and it's not too far away
for easy comparison, and is COMPETITION for recruits, also.
