As long as schools recruit and enroll student-athletes according to NC$$
rules, does it matter one bit whether they come from Minnesota,
Massachusetts, Mexico, or Mars?
 
Some schools enjoy the option of having large local pools of talent to
chose from.  Good for them.
 
Some schools opt to not hand out athletic scholarships, giving out
need-based aid only.  Good for them.
 
Some schools recruit from many areas, near and far.  Good for them.
 
If you are unhappy with any school's recruitment policy, talk to the school.
 
If you are unhappy with an across-the-board policy or loophole, talk to the
NC$$.
 
If Minnesota recruits from only in-state, fine.  If Minnesota can do better
by recruiting elsewhere too, why not?
 
Btw, I'm a native Minnesotan and root for the Gophers in the WCHA.
 
I'll stop my rabid ambivalence now.
