While I agree with Bob that colleges and universities should be taking the scholar part of scholar-athlete more seriously, I think he may be going about it in the wrong direction. For starters, adjusting the PWR to reflect academics in some way only influences a few of the huge number of sports regulated by the NC$$. In particular, it more or less ignores football, which is arguably the major problem here anyway. Second, Bob's proposal was based on SAT/ACT's and similar measurements, which would penalize those schools that do actually try to make scholars out of their students, through monitoring and tutoring. Finally, at least in my opinion, once the teams are recruited and are playing the games, the only fair way to decide who makes the playoffs is on the basis of actual performance.
So how do you solve this problem? Either through stricter admissions standards or through enforcement of the rules already in place. Both have their dificulties, and neither is a perfect solution. Sadly, I don't know enough about NC$$ standards and by-laws to make a good argument here. Perhaps some of you who know the rules better could take up the discussion.
