There are no specific rules requiring any announcement for NCAA games.  The only rule close to that is when spectators throw debris onto the ice, and then the PA announcer only reads an announcement at the request of the Referee.
 
This is actually important to note because a bench minor penalty could be assessed to the home team after that announcement is made.
