>     Ed, I disagree that the officials cant change the outcome of a game.  If they allow one team to play beyond the rules and not the other it shifts the advantage(often time man advantage) to one team.  The key to good officiating is consistency and equity.  Make sure a penalty for one team is a penalty for the other.
