No, they cannot.  17.14.5.3 (i)(1) specifically says the exemption is only
good for schools located outside Alaska (for games played in Alaska).  The
goal was to encourage more schools to make the trip there, back when they
had difficulty scheduling opponents.
 
Along the same lines, I have heard rumors that the NCAA will be considering
eliminating or tightening this exemption.  Don't know what will happen.
But it does seem that there is a movement to close the exemption loopholes.
 
Looking at this section in the NCAA Manual, I see that several changes have
been made that I was not aware of before, all effective 8/1/96.  One is
that you can now only exempt tournaments played in Alaska once every four
years (used to be every year, as long as the tourney was sponsored by a
school from Alaska).  Another is that you cannot take the foreign tour
exemption in a year in which you also take the Alaska tourney exemption.
 
There is an added/revised exemption for a single game played against the US
National Team.  I'm not sure if this is meant to apply to the US Juniors or
the national team that Jeff Jackson just took charge of.  Probably either
one.
