The back page of the NCAA Register dated June 3, 1996, contains a listing
of modifications made to the rules in the NCAA Manual. The following drew
my attention.

No. 2 Consideration of Legislation - Ice Hockey
INTENT: To delete the constitutional provision related to voting on
legislation pertaining to ice hockey.
BYLAWS: Amend 5.1.4.3.6, page 48, as follows:
[Dominant provision, all divisions, common vote]
<begin italics>"5.1.4.3.6 Ice Hockey. An institution that is a member of a
different division than its ice hockey classification shall vote on
amendments pertaining to ice hockey in the division in which its ice hockey
team is classified."<end italics>

If I understand this correctly, since this bylaw is being deleted, the 20
or so schools that play DivI hockey but are classified as DivII or III
institutions will no longer be able to vote on rule amendments that deal
with DivI hockey.
This doesn't sound too good to me. Can anyone shed some light on this,
such as why this is being done?
