St. Lawrence University also does not have formal athletic scholarships.
However, the way I believe the system works is that the Admissions
and Financial Aid folks identify the amount of "need" for each incoming
student.  That need can be met from a variety of sources including loans,
work study, and scholarship.  It is likely that a student with 1400+ SAT
scores or a wicked slap shot might be offered a larger portion of need
met through scholarship and less (or none) from other sources.  A student
with no need would generally not be eligible for scholarship money, regardless
of the quality of his or her slap shot.
