NHL officials like the players, must work their way up through  the
minor league system. They are evaluated and promoted based (allegedly)
on performance. I DO believe that linesmen and refs never migrate
between the tasks at the pro level. Oddly, I did notice that AHL linesman
Harry Ammian is a referee for ECAC games and AHL linesman Mike Emmanatian
is a linesman for ECAC games and both have done games during the AHL season
so they must work for both the ECAC and AHL.
