Having attended the game Union vs UVM game in question I can explain how
the referee, Murphy, handled the situation.

The penalty to Ralph was wiped out upon UVM's scoring of a 2 man power
play goal.
The two minutes of Westermans roughing penalty were completed without
additional goals being scored. As the two minutes on the board expired,
the player serving the penalty made no attempt to leave the ice. Union
iced the puck, and the linesman called icing. Murphy then staged the
face off at center ice (as the 5 minute penalty continued) and had 4:56
placed on the scoreboard clock.

It appears that how Murphy "played" it was to have one of the 5 minute
majors to Westerman and the one to Hills offset each other. The two
minor penalties were served together, until the goal was scored. The
second minor penalty continued until time elapsed, and then the odd 5
minute major was served.

A brief editorial comment, the major penalty to Hills was hard to take.
At what point is a player entitled to defend himself. He tried to skate
away from an obviously upset Westerman who continually pounded at him,
through the linesman or anyone in the way.
