The PWR includes all "teams under consideration", i.e., all teams with
.500 or better records; as of Sunday there were 28 eligible teams (out
of 50; Air Force can't be included in the RPI until after they play CC
this weekend, for reasons too technical to describe in this thread) in
that category.  That number varies from week to week (and tends to go
down in the postseason as borderline teams get extra losses in the
playoffs).
