Here is the NCAA Seeding Formula as I understand it, and how it was done
last year.
 
The 12 teams that are invited are placed in their appropriate brackets,
East1-6 and West 1-6.
 
Then the 2 lowest seeds in each half are swapped.
 
The teams are then reseeded according to their "rating" (1-12).
 
Then you get the 6 teams that will appear in each half of the tourney.
 
To clarify let's use last years tourney as an example.
 
The Top 12 teams were:
 
1 BU
2 Minn
3 Mich
4 Harvard
5 UNH
6 Lowell
7 LSSU
8 Wisc
9 NE
10 WMU
11 MSU
12 RPI
 
The original brackets were:
 
East                    West
1 BU                    Minn
2 Harvard               Mich
3 UNH                   LSSU
4 Lowell                Wisc
5 NE                    WMU
6 RPI                   MSU
 
Since RPI and MSU were hosting, the lowest two besides them were swapped.
Therefore Lowell, NE were swapped with Wisc and WMU.
 
Then reseed according to place among the Top 12.
 
You finally get:
 
East                    West
1 BU                    Minn
2 Harvard               Mich
3 UNH                   Lowell
4 Wisc                  LSSU
5 WMU                   NE
6 RPI                   MSU
 
Easy ain't it? :)
 
Same thing applies this year.  The 12 teams are ranked 1-12 and then
seeded.  Then swapped.  The "host" rule only applies this year to Wisconsin.
