This is not accurate.  Nobody in the NCAA has legislative authority.  The
way regulations get passed and changed is by proposals and votes from member
schools.  That's it.  There is nothing "theoretical" about it.
 
This is not to say the NCAA doesn't use heavy-handed *enforcement* tactics
sometimes -- but as far as legislative power, it has none.
