YES, this makes good sense to me.  Since it was near the end of the game, if
5 minute penalties for Fighting had been handed out to all those who got
disqualification penalties, the elbowing penalty, which I assume was the
fight instigation (correct me if I am wrong), would have been lost in the
shuffle because the teams would have finished the game 3 on 3, thus the
instigating team would have been virtually unpenalized for starting the fight.
I think that this situation was handled well by the referree(s).
