From what I have seen from the selection committee, when there is an
unavoidable 2nd round matchup somewhere, they tend to make it an outside
possibility (ie. a lower seed would have to win to make it happen). In the
case of UMN and MSU, there is a huge difference in the PWR ratings, whereas a
meeting between UND and UMN would have been a higher probability. Keeping CC
in the West would have met a first-round conference matchup. So it looks like
they really didn't have a lot of options.
Because the WCHA was the conference with four teams, they probably looked to
clear any matchups involving WCHA teams first. Despite what has been said, MSU
is a huge attendance help, as is the prospect of a Michigan/MSU 2nd round game,
especially considering their games this year.

The authorities on the list have mentioned that everything was done by the
book and numbers,,, and noted that one of the flips was done to keep ND and
Minn from meeting in the 2nd round (thus stating indirectly that that is one
of the goals of the seating).
With that the case, why did they stop (the flipping) when they did and leave
a possible Michigan - Michigan State 2nd Round game?
