What you are talking about is a "rating" rather than a poll.  Once we
get into the season you will see several ratings published on HOCKEY-L.
Unfortunately, one of the best is on vacation this year (TCHCR, by Keith
Instone).  Search previous year HOCKEY-L discussions for lots of
insights on ratings and the myriad of ways they might be calculated.
 
The "Heal Point System", used in several Maine secondary school sports,
is a good one, but given today's computing power ...  is a bit
antiquated, as I recall.  I probably have the formula somewhere (as I
used to do them on my own for basketball *many* years ago ...  never
could get the officials nor local media to actually get interested in
computers to do what they did by hand, but then that was before the
invention of the PC :-)).
