Well, my copy of the 1995 rule-book just came in the mail today!
(While some people read novels and sci-fi, I read about historic battles and
Hockey Rules... does this make me a closet nerd???)
Well, first the unimportant stuff.
In the comic section, also known as "Points of Emphasis," Interference is
going to be emphasized this year. I know this may come as a surprise to some,
but it is true, it says interference MUST be penalized. Well, there goes
LSSU's title hopes! :-) :-) :-) :-) :-) <Hey, it was a joke, ouch!...
Quit it!... ouch... STOP!>
FYI, to be serious, Interference, Hitting from Behind, and Ethical Behavior
(on the ice) will be emphasized. The riot act will also be read in all
arenas at the start of each game, stating that everyone should be good sports
and that people who use profanity, etc, will be removed from the game and
could be subject to further action (that would be for "intimidating actions").
Under the section entitled "Major Rules Changes," I will sumarize as briefly
as possible, quoting directly whenever that is enough.
2-4-d Note 1 Additional substitutions permitted if penalty is assessed during
a stoppage of play
3-4-c Warning added for all players who violate protective equipment,
mouthguard and facemask rules
3-8 Uniform logos revised (3 paragraphs of no interest to us)
4-2-e Coincidental minor penalties revised:
When ONE minor penalty is assessed to ONE player of EACH team
at the same stoppage of play, these penalties will be served
without substitution provided thre are no other penalties in
effect and visible on the clock. <specifics on players returning
to play is in par 2 (omited by me)>
4-6-b Movement of puck toward goal during penalty shot clarified.
4-10 Supplementary discipline revised: Essentially, it says that the
"proper official" can nail anyone with a suspension for anything
concerning the game that happens before, during, or after the
game regardless of whether the ref penalized it. They may add
to what the ref ruled, but never lessen it.
5-1 Officials mandated to employ the mechanics of the NCAA Ice Hockey
Officials' Manual: You gotta do it by the book.
6-1-g Game misconduct penalty added for abusive language or
intimidating behavior
6-2-d Referee may allow minor delays for goalkeepers' equipment repair
6-18-c Disqualification penalty for injury after high-sticking revised:
If you stick someone in the head and they are injured by it, the
ref MUST call a DQ. There is no option.
6-18-d-(3) High-sticking directly to goalkeeper clarified: Essentially, if
someone high-sticks a puck and it hits a goalie (either side),
the face-off situation is gonna stink for you.
6-18-g Disqualification penalty added as option for contact to the head
or neck: A high stick w/out injury *can* get a DQ
6-24-b Face-off for interfering with movement of puck from players' or
penalty bench clarified: If you interfere from the bench and get
called, the face-off will be in your end
6-35-c Referee may stop play along boards to eliminate unnecessary
contact around the puck: A minor penalty shall be imposed on any
player, including the goalkeeper, who holds, freezes or plays the
puck with the stick, skates or body along the boards in such a
manner as to cause a stoppage of play. There will not be a
whistle for any reason for a stalled puck along the boards unless
a player unintentionally falls on the puck. However, the referee
may stop play along the boards if allowing play to continue leads
to unnecessary contact surrounding the puck.
If NCAA member institutions or allied conferences desire to experiment with or
change the NCAA Men's Ice Hockey Rules during the 1996 regular season, a
request should be submitted to the NCAA Men's Ice Hockey Rules Committee no
later than May 5, 1995.
