The goalie can act as the player from the bench serving a
bench minor (ie. to the coach for something) but that is
very rare because the penilty must be one that the player
won't come back on during the play because one team can't
have two goalies on at once.
Nice point to raise -- I usually think of bench minors as minors to
fairly generic players, but it is techincally a separate penalty!
Since this is (mostly) a list under NCAA rules, I should comment that
the choice of a goalie serving a bench minor is expressly prohibited
(Rule 4-2b). The same applies to USA Hockey (402b). I have to confess
that the CHA rule book has no such expicit prohibition either in its
rules or in its situations -- something I must remember to ask at
next year's clinic!!
In my earlier comments, I should have distinguished that under Canadian
rules, a player is (pragmatically) *defined* to be on the ice at the
time of the offence if they're there when the whistle is blown
(Rule 29b, situation 1).
