Rule 6 Section 29 (1992 NCAA) No player, including the goalkeeper, shall
throw the stick in any zone.  If the stick is thrown to prevent a goal,
a penaltyshot/optional minor penalty will be awarded.  If thrown, but not
to prevent a goal, a minor penalty shall be awarded.

  So, for a thrown stick, at least a minor penaly.  No mention of empty
net.
