I re-listened carefully to the teleconference from the NCAA, and
David Swank of the committee on infractions specfically said that the
Conference tournament ban was up to the individual conference because
those games are considered, in effect, part of the regular-season.
Where the term "exemptions" comes in is, The conference tournaments
are "exempted" from being counted toward your season limit of
regular-season games.  I forget what it is in HEA, but in the ECAC,
the non-Ivies are limited to 32 games --- they can get exemptions for
certain things, most notably the Conference tournaments.
 
I heard nothing in the teleconference or in print saying the NCAA has
banned Maine from using its exemptions.  But I can tell you
definitively what "exemptions" means.
 
So, if the NCAA has banned Maine from using exemptions, as Deron
says, then that would Definitively mean that Maine was banned from
the HEA tournament.  But, Swank specifically stated that it was up to
the conference officials.
 
It's possible that HEA has already decided but didn't make any
official announcement.
