the way you do this is that the host site has to be qualified -- the
rink, hotel, travel, etc have to meet certain standards, established in
advance, and host schools still have to bid, and be accepted, and then
the top 4 bidders in the tournament get the regional. Women's basketball
worked this way for the first round (except it wasn't exactly
top-bidders) until a few years ago.
Schools with a small rink but a high likelyhood of getting to host can
bid a site other than their regular rink, if they want (and if it is
finanical sound).
traveling fans from schools in the regional get a ticket alottment just
like they do now. everyone locals and remote -- have a chance at all the
other tickets (don't include the regional in a season ticket package).
