What I should have realized was that Dave's answer was very clear.
His final sentence:
d>... If the two are one in the same, the committee will revert back to
d>the criteria to pick the second guaranteed league berth.
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
So each conference is still guaranteed 2 teams. It's just that the
second team would be chosen by the same criteria that are used to
select any of the at-large teams - same as before.
