The optional helmet rule is not being adopted by the NC$$ and I doubt it ever
will.  There is a point of emphasis on diving which reads as follows:
"Referees will use the 'wash-out' signal to indicate they have observed a
player deliberately falling to the ice in an attempt to draw a penalty
against an opponent." However, there is no provision for a penalty to be
called for this action.
 
The NC$$ is not following the lead of the NHL in repealing the Edmonton
rule; that is, coincidental minors will still result in substitution for
the penalized players on the ice.
