People have been saying Cal's at fault.
 
Let me try to offer a counter explaination.  I'm leaping in here
without full knowledge, so i could be WAY off.  However, at the air
force academy, all cadets take some military courses in addition to
the normal academic load.  It MIGHT be that cal thought he had enough
credits by counting the military credits.  If that is true, he should
not be faulted.  Somebody had a responsibility to tell him those
credits couldn't transfer.
