Rule 6 Section 45 says in part ... "must be taken during stoppage of play"
 
and reading the whole rule would say to me that if play was stopped and time
called, OK, but if the parade started before the timeout was called ...
  maybe a judgment call ... and delay of game was perhaps proper.
