In Hockey North America, the adult recreational league I play in,
there is such a rule.  A player who is called for 4 minor penalties in
a game will receive an automatic 10-minute misconduct.  Any additional
penalties will result in additional misconducts.  This rule only
applies to minor penalties because all major penalties carry a game
misconduct in this league.  Misconduct penalties do not count towards
the limit.
