That's certainly not a problem in the WCHA games I've seen so far.  What seems
to be happening here is that the one experienced ref calls the penalties, while
the inexperienced ref he's paired with just swallows his whistle for the whole
night.  This weekend, for example, Greg Shepard (yes, the Badgers' favorite
ref) was the only ref who called anything.  Thomas may have called one penalty
all weekend.  We thus have a 1 ref/1 linesman/1 guy-who-takes-up-space system.
Actually, given the quality of WCHA refereeing, make that a .5 ref/1 linesman/
1.5 guys-who-take-up-space system.  Or maybe it's just a 3 GWTUS system.
