As regards Ryan Stone's comments on goal lights be unofficial -
Rule 1 Section 11.c  Behind each goal, electric lights should be set
up for the use of the goal judges.  A red light will signify the scoring
of a goal.  Where automatic lights are available, a green light will
signify the end of a period or a game.
 
 
Sounds official to me, but it does say "should be".  Didn't find an
other mention in the rules including Rule 5 Section 5 about the goal judge,
 
 
Rule 5 Section 7c concludes with
 No requests for changes in any awarding of points shall be considered
unless they are made by the team captain at or before the conclusion
of actual play in the game.
