	Here's an idea that I've had for a while: instead of rating power
play and penalty killing efficiencies as percentages, why not rate them using
goals scored or goals allowed per minute of man-up or man-down?  Such a system
would eliminate a lot of silliness (e.g., a team can go "0-for-1 on the power
play" by failing to score during a 23-second man-up period preceding a
penalty that evens up the teams' on-ice strength).
