Just to clarify, USA Hockey does NOT require a goalkeeper to serve
major or misconduct penalties.  So college hockey appears to have the
only deviant ruling on that issue.  Then again, college hockey rules
also require a minimum of two goalkeepers at the start of the game;
USA Hockey has no minimum.           -- kennyz
