The ECAC is a weird situation. It's a non-exclusive "conference".
From their 1993-94 hockey media guide:

"A conference of conferences, the ECAC includes within its
organization dozens of leagues and other associations. Colleges from
the Atlantic 10, Big East, Colonial AA, East Coast, Hockey East, Ivy
League, MAAC, North Atlantic, Northeast and Patriot League,
along with schools from the Massachusetts, New Jersey, New York, and
Pennsylvania State conferences all hold memberships in the ECAC."

In most sports the ECAC does nothing but host post-season
tournaments for its members who don't get NCAA bids, kind of like
the NIT.

The lone (that I can think of) exception is in hockey, where the ECAC
acts like a "real" conference, including tournaments that happens
before the NCAAs instead of after.
