the most elegant solution i ever saw to this issue was when a third
player on a team got sent to the box (to feel shame, of course) when
two teammates were already there (no joe mcgrath coaching in omaha in
48 award) with 0:45 and 1:30 on the clocks.

The timekeeper just reset the times to 2:45 and 1:30 respectively.
worked wonders, and once the coaches (and players) understood what the
timekeeper was doing, it worked marvelously.

the number of times showing up on the scoreboard accurately reflected
how many players short a team should be on the ice.

a player could return to the ice when a timer ticked down to 0

a player could leave after serving his time at a stoppage without
impacting how many players were on the ice.
