"How hard can colleges come down on wayward athletes without
trampling individual rights? Should there be room for second chances? For
third chances? Can a school teeter so far toward protecting its reputation
that it compromises competitiveness on the field?
 
The NCAA has long struggled with a national response. Minnix's NCAA committee,
presently absorbed in improving on-the-field sportsmanship, is likely to
expand its focus to off-the-field behavior. But overwhelming sentiment
is to leave those disciplinary matters to individual schools and not step
in with national legislation.
 
The lone provision in the NCAA rulebook, which otherwise regulates everything
from tobacco use to the color of recruiting brochures, is indirect:
 
Bylaw 15.3.4.1.2: An institution may cancel or reduce the financial aid
of a student-athlete who is found to have engaged in misconduct by the
university's regular student disciplinary authority . . ."
