Mike raises some interesting questions.  At the Select-17 camp in
Lake Placid this summer, my son was given a packet of information on
NCAA recruiting regulations.  I don't recall anything in it that
would address the issues explicitly.
 
As I read the general regulations, however, I don't think a web site
poses any particular problems.  Coaches and representatives of
schools are not permitted to contact PSAs or their family in person
or by phone prior to July 1 preceding their senior year in high
school.  PSAs are, however, permitted to contact coaches or the
school seeking information.  Coaches and schools may send (via
mail) the PSA letters, information, or a questionnaire prior to that
date (there may be a restrictive date on when this can begin, as
well, but my son, a junior in high school, is receiving information).
 
I would seem to me that offering a web site that PSAs or their family
can get to is in the same class as the family contacting the school,
which is permitted.  Recruiting regulations and practices would be an
interesting topic to pursue further (perhaps in the off season, when
the list is quieter).
