That is NOT the guideline.  The 60/40 ratio is for male athletes to female
athletes.  With football, it makes it very difficult to even achieve this
ratio.
 
If IU were to add hockey, they'd have to add one or two more women's
sports, or cut one or two men's sports (for example, baseball, which is
what they did up here).
