Nope, he's an American, and he used to play for the Seattle Thunderbirds
of the WHL also.  He was drafted by Montreal in... 1992 or 1991, I'd
guess.

Strange, I couldn't find him in my 1989-1992 NHL drafts (which would saw
(say) where he's from).  Utica was the Devils, though.
