I don't seem to recall that.  Most of the people I know (including
myself) are in favor of automatic berths.  In fact, I think that the
tournament should be 8 teams, 2 from each conference.
 
Of course, under my plan Wisconsin and Michigan State would have had
a longer summer this year.
