There are two kinds of consistency: within the game, and between refs.
 
Both types are important, and are normally emphasized during a referee's
training.  While I would like to see a tighter game called (less hooking and
grabbing especially), I don't think it is appropriate to make a dramatic
change in the level of enforcement during the championship game.  For this
reason, I don't think it is good enough to say that the players should
adjust to the ref (although good teams will do this).  The ref *should* be
consistent with what other refs are calling.
 
I think I have seen a tendency for tighter game calling this year at the
games I have seen (mostly RPI games).  Has anyone else noticed this?
