The reason the NC$$ won't open up the tourney to 16 teams is that it makes
too much sense,and since the NC$$ can't do anything that makes sense,it can't
open the tourney to 16 teams.
Actually,the NC"$$" should heavily look into an expanded format:think of all
 of the $$$$$$$ extra games would make in revenue!
