Depends who from the four teams ends up with those tix.  Assuming they
go to students and/or season ticket holders from the participating
schools, it sounds fair enough to me.  (Were the numbers any different
this time than for past Frozen Fours?)  Would you rather have someone
follow their team all season long, swing a last-minute trip to
California, and not be able to see the tourney because all the seats
had been bought up already?  Or are you saying that fans of the teams
involved should be stuffed in the upper deck instead?
 
Plus, as far as atmosphere goes, it's nice to have the fans, band, etc
of each team all together.
