 yes, that would indeed be the problem.  players, once they have gone
through two drafts, become free agents...if a player's talent is not
apparent at eighteen or nineteen, he can easily slip through and later
sign a free-agent contract with an NHL team....  This is exactly what
happened to Colgate's Dave Gagnon, who after a bidding war signed a very
lucrative contract with the Detroit Red Wings.
