Excluding games against new D1 teams from the polls and the rating systems
would primarily hurt the new D1 programs. Besides,  neither the polls nor the
rating systems treat a win against a low-ranked team as equal to a win over a
top-ranked team. Both give extra weight to the latter and less to the former.
