The NCAA has left the option up to the schools from what I've heard from
friends in the U of M athletic departments in the case of the hall of
fame game.  Most schools have decided that an extra game exempt of the
NCAA limit is worth more than having the games count towards their RPI.
 
Other exhibition game I assume are the same way.
